Creates a portal instance to collect data for a new application.

This endpoints creates onboarding portals, which by default contains all the steps necessary to collect data for a new application (business information, identity verification, documents...).

Once the portal is submitted, a new application is added to the account, and this portal is closed.

A portal has a link that can be used to access the onboarding form. The link can be used in the following url https://:host/portals/:link. The default host is "collect.ondorse.co".
